NARRATIVE                                                                                                         .
This 1b to certify chat at a^proxi^auely 1950 hours ESTa light
was observed moving in an easterly direouion.     The ligh^t appeared to              ]
be on an aircraft and was on a radish oolor, and  traveling at an
estimated speed of 200 miles per hour, Maximum*     this li^ht had a flickering
effeot and did not travel at a constant speed,   but seemed  oo halt and
proceed at normal speed ajt intervals*    The li^ht was observed for
apprdxlaateiy two minutes before disappearing from sight.    This light
was watoh.ed by the undersigned from outside of the building, from a
position about 10; feet from the northeast corner of building.    A noise
thau oould be associated with the li^ht could not be heard                l
